A four-indicator composite that evaluates the overall performance, breadth, legacy, and global excellence of national higher education systems. Every country represented in GURI receives a score, there is no minimum number of ranked universities required to participate.

How GURI ranks national higher education systems
The National Higher Education System Score combines four indicators. No single indicator dominates; the composite balances institutional quality, system representation, institutional legacy, and global excellence.
Arithmetic mean of the full unrounded Final GURI Scores of every officially ranked university in the country. Every university contributes equally.
Log-normalized breadth of representation:100 × log(1+n) / log(1+n_max). Larger systems earn diminishing returns.
Arithmetic mean of each university's existing GURI Institutional Legacy Score, no separate age calculation.
Top 100 = 5 pts · Top 200 = 3 pts · Top 500 = 1 pt. Country totals are normalized to 100 against the highest country total in the edition.
Why not just the average GURI Score? A pure average penalizes countries with many mid-tier universities and rewards those with only a handful of elite institutions. Combining representation, legacy, and top-tier excellence produces a fairer picture of a national system's overall strength.
Tie-breakers. Higher Average GURI → higher Representation → higher System Excellence → higher Average Legacy → greater number of ranked universities → alphabetical.
